Because his default not-shooting attack is to hypnotize us into beating each other up.Usually we snap out of it after an attack or two to the face. I had a problem where Tycho seemed quite content in mind control. Also the green stuff? Div's attack. yeeeeaaaaaah.
After you get him near half he'll call his guards in to help. You can still attack him while his guards are here, unlike the slum lord fight. You have to kill him and his guards before the fight ends.
